Hi, this is the protective layer/film for new displays. You know specific of our job we have them a lot. They are not too thin or sharp to cut something, but strong enough to break the glue base. Of course, a tie in with isopropyl alcohol and a heat gun gives you the best result.

Hi, the problem is your phone fell in the water. This started the oxidation process, because of current + fluid equals a short circuit. Need to disconnect the battery connector, clean the PCB from oxidation, and inspect the PCB (maybe both). I would say, clean the display connector but the cause can be very complex.
